Proposed Regulations Impacting Trade and Exports

NIST is the home of the U.S. Inquiry Point to the World Trade Organization's Technical Barriers to Trade (TBT) Agreement. The Inquiry Point monitors TBT activity globally; its Notify U.S. database reports on proposed technical regulations and standards in advance of adoption and implementation.

The Food and Drug Administration (FDA) is proposing to reclassify ultraviolet (UV) lamps intended to tan the skin from class I (general controls) exempt from premarket notification to class II (special controls) and subject to premarket notification, and to rename them sunlamp products. FDA is also designating special controls that are necessary to provide a reasonable assurance of the safety and effectiveness of the device. FDA is proposing this reclassification on its own initiative based on new information.

This draft technical regulation specifies the requirements stated in the Gulf standard GSO "Coffee and coffee products - Cappuccino powder" under clauses 5 & 6 (packaging & labelling) as mandatory requirements. It specifies that the product shall be packed in suitable, clean, healthy and sealed containers which protect it from contamination and maintain its sensory, chemical and other characteristics. It also specifies that the packing materials in contact with the product should be made of safe materials suitable for food items according to Gulf Standard GSO (839) "Food Packages ­Part 1: General Requirements". It also describes label requirements such as: 1. It should be without prejudice to what has been mentioned in Gulf Standard GSO 9 "Labeling of prepackaged foods". 2. The following shall be declared on the label of the product in Arabic, and may be written in any other language besides Arabic: - Product name; - Instructions of the product preparation; - Expiry date as in the Gulf Standard GSO 150 "Expiration Period of Food Products".
