1. Consumer Protection (Certificate of Conformance and Conformity Mark of Safety Standards) (Amendment) Regulations 2013: This is an amendment regulation of Consumer Protection (Certificate of Conformance and Conformity Mark of Safety Standards) Regulations 2010 which specify the general procedural requirements for self-declaration approach with regard to safety standards of consumer goods. The regulation requirements include the registration of business activity prior to declaration, preparation of certificate of conformance, declaration of conformance, safety and marking requirements, obligations, offences, penalties and maintenance of records for consumer goods which are marketed in Malaysia. The amendment is made in order to include the primary batteries to be specified in the First Schedule of the regulations. 2. Consumer Protection (Safety Standards for Primary Batteries) Regulations 2013: The draft regulation states that primary batteries that are sold or supplied in Malaysia shall conform to the prescribed safety standards. The safety standards prescribed under this regulation are: MS IEC 60086-1, Primary Batteries - Part 1: General (Third Revision); MS IEC 60086-2, Primary Batteries -Part 2: Physical and Electrical Specifications (First Revision); MS IEC 60086-4, Primary Batteries - Part 4: Safety of Lithium Batteries; MS IEC 60086-5, Primary Batteries - Part 5: Safety of Batteries with Aqueous Electrolyte; IEC 60086-1, Primary Batteries - Part 1: General; IEC 60086-2, Primary Batteries - Part 2: Physical and Electrical Specifications; IEC 60086-4, Primary Batteries - Part 4: Safety of Lithium Batteries; and IEC 60086-5, Primary Batteries - Part 5: Safety of Batteries with Aqueous Electrolyte. For the purpose of this regulation which refers to undated references of safety standards, the latest edition shall apply.

Under the provisions of Rule 97 (1) of the Electricity Regulations 1994, it is the responsibility of the manufacturers and importers of electrical equipment to obtain the Certificate of Approval (COA) from the Energy Commission (EC) for electrical equipment to be manufactured or imported before they can be sold in the market. EC has until now, mandated a total of 31 categories of electrical equipment which require the Certificate of Approval. In order to enhance the safety of electrical equipment which are increasingly in demand in the market, the EC has revised and added another three (3) new categories and a few equipment under existing categories which require the Certificate of Approval. The new list of 34 categories of regulated electrical equipment is given in Appendix A.
