The ordinance: (1) regulates the placing on the market, the conformity assessment, the reassessment of conformity, periodic and intermediate inspections, exceptional checks and the market surveillance of dangerous goods receptacles. The term receptacles stands for all packaging, containers, tanks etc. which are allowed to be used for the transport of dangerous goods according to the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) and the Regulations concerning the International Carriage of Dangerous Goods by Rail (RID). With regard to "transportable pressure equipment" (definition according to Directive 2010/35/EU) the ordinance follows closely the European Directive 2010/35/EU. With respect to the other dangerous goods receptacles the principles of the Directive 2010/35/EU are applied to type approval, supervision of manufacture, initial inspection and tests, periodic inspection in accordance with the European Directive 2008/68/EC and ADR/RID respectively.
The ordinances (2) and (3) have to be revised to determine the notifying authorities and the competent authority for the market surveillance. Ordinance (2) is fully revised; Ordinance (3) is partially revised.
With the new ordinance (1) and the two revised ordinances (2) and (3) equivalent legislation between Switzerland and the EU is created within the scope of the Directive 2010/35/EU |

The specific metrological and technical requirements for taximeters are currently contained in Directive 2004/22/EC of the European Parliament and of the Council of 31 March 2004 on measuring instruments, which does not, however, include all requirements for a complete taximeter after installation in a taxi. In order to avoid problems with their enforceability, the requirements must be incorporated into the binding General Measure within the meaning of Section 24c of Act No 505/1990 Coll. on metrology, as amended. |

The proposed revision of the BSO anticipates the on-going revision of the European Community Directives on exhaust gases of engines for Recreational Craft 94/25/EC and 2003/44/EC (RCD). The "International Navigation Commission for Lake Constance" (ISKB) has decided to limit the total amount of exhaust gases produced by an engine during an hour of operation to an "Emissions Ratio" (ER, see BSO appendix C, § 3.4.3) of 58. This ER primarily limits the maximum power of propulsion engines of recreational craft on Lake Constance.
A diesel particle filter will be mandatory for diesel engines of more than 37 kW used in any kind of new build commercial craft. A "Particle Filter List" published by the Swiss Federal Office for the Environment (FOEN) lists particle filter system types and engine types that fulfil the Swiss Federal Ordinance on Air Pollution Control (OAPC) and have been certified by a recognised certification bureau. Institutions that carry out tests and certify the conformity of particle filter systems must be accredited by their national accreditation authority and officially recognised by the FOEN. In addition to the listed filters, any diesel engine will be accepted (without such a filter) if it does not exceed the level of particle emissions set out in the UNECE Particle Measurement Programme. |

The most important amendments of the Ordinance on risk reduction related to chemical products are:
- Restricting marketing and / or use of products containing cadmium, organostannic compounds, acrylamide, cyclohexane, isocyanates, glycol ethers, dichloromethane and dimethylfumarate.
- Inclusion of fourteen substances in the annex of substances which are subject of an authorisation process.
- New thresholds for polybrominated diphenyl ethers and perfluorooctyl sulfonates (PFOS) in mixtures and products.
- Prohibition of the manufacture of the pesticide endosulfan according to the decision at the fifth meeting of the Conference of the Parties (COP 5) to the Stockholm Convention on Persistent Organic Pollutants (POPs).
- Recast of the existing provisions on electrical and electronic equipment.
- Restriction of the content of phosphorous compounds in household products intended to be used in automatic dishwashers.
- Modifications of the existing provisions on substances stable in air (fluorinated greenhouse gases covered by the Kyoto Protocol).
The amendments are in line with recent amendments of relevant legislation in the European Union. |

The draft amendment of the regulation currently in force expands its scope to non-alcoholic beer, changes classification by ethyl alcohol concentration, also changes concentration limits, additionally defines law alcohol beer, also new groups of non-alcoholic beer, flavoured beer and beer cocktails, as well as processes and materials used for them. Given that beer labels in Lithuania indicate ethyl alcohol concentration, the labels for law alcohol beer shall also indicate ethyl alcohol concentration between 0.5% and 1.2% by volume. |

For new buildings, the requirement of disabled access applies only to buildings for public use, i.e., in parts of primary, secondary and higher educational, health protection, curative, social, cultural, educational, sports, financial, commercial, insurance, service, administration and justice buildings and structures available for use by anyone contrary to the previous requirement, which applied to the whole building. In addition to the main rules and standards, the planning programme, which significantly increases the freedom of the investor and the architect, as well as the responsibility of not only the investor but also the architect, becomes increasingly important. New, complex requirements are specified for the protection of assets and sustainable use of natural resources, for buildings used for accommodation purposes and for light pollution. We have extended the scope of departures from certain provisions of OTÉK (Hungarian abbreviation for National Requirements of Town Planning and Building) in order to facilitate better management of certain technical and life situations. |

The Draft Regulation establishes veterinary requirements for establishments, plants and other facilities in which animal products originating from crocodiles are handled, the technical conditions of the construction of said establishments and other facilities, their organisation and furnishing; it furthermore regulates the method of preparing crocodiles, their bodies, meat and organs for veterinary examination and in connection with veterinary examination, examination of crocodiles and animal products originating from crocodiles, assessment and designation of said products on the basis of their veterinary examination, as well as the veterinary conditions for releasing said products into circulation.
The draft of the legislation was created in consideration of the fact that the hygiene rules established by European Parliament and Council Regulation (EC) No 853/2004 establishing special hygiene rules for food products of animal origin apply to the slaughtering and processing of specifically named species of farm animals. The crocodile is not included among the animals whose animal products the directly applicable legislation applies to; it is a harmonised commodity, which Member States may regulate with a national regulation, which must be notified.
Farming of crocodiles and its use as an animal intended for slaughter whose meat is intended for human consumption is spreading in Europe and crocodiles are already being farmed for this purpose in the Czech Republic. These animals have already matured to slaughter size at present. For the present, no other method of regulating the population of animals raised this way has been found other than their use for slaughter |

This draft Commission Directive amending technical requirements for inland waterway vessels aims at revising and clarifying requirements about railings, stability and transitional provisions. It also contains provisions modernizing radar specifications. A series of new or revised administrative instructions on various subjects give clarification on how to interpret the regulations. More specifically:
In Annex II the draft measure incorporates revised requirements in chapter 7, reduction on regulations for navigation lights by referring to a standard, chapter 10.03 on fire extinguishers, chapter 11: safety at workstations provided by railings and on safe operations with cranes, chapter 14 on liquefied gas installations, chapter 15 on stability and fire-protection subject to passenger vessels, chapter 22a on the stability of crafts longer than 110 m and as result of changes a adaption of chapters 24 resp. 24a regarding transitional provisions.
The Appendix I of Annex II is amended with a new symbol for wearing a life jacket.
The Appendix II of Annex II is extended with several administrative instructions to inspection bodies for a proper interpretation of the regulations.
The Annex IX is revised since the parts on navigation lights are deleted and the parts on radar and rate-of-turn indicators is modernized. |
