This is the second annual workshop to be offered by NIST’s Standards Services Group on the fundamentals of documentary standards. The primary goal of the training is to deepen and expand the NIST community’s understanding and knowledge of standards development, the role of NIST and the Federal government in standards setting, provide guidance on participation in these activities, and to discuss the role of standards in a larger context.
Topics will include:

- The U.S. standards system, key players in the standards development community and how they operate
- The fundamentals of how standards are developed
- How to be an effective participant and leader in standards development committees
- Federal participation in standards development and NIST's guidelines for staff participating in voluntary standards development activities
- How standards affect global trade and trade agreements
- Standards, intellectual property rights and patents
- A panel discussion with participation from ITL, EL, PML, and MML on, “Lessons Learned Along the Road to Success in Documentary Standards …or What I Wish I Had Known”, that will reflect on why it is important for NIST to continue to pursue a robust standards agenda
- NIST resources available (people, publications, databases and training) to help you stay informed of the evolving standards and regulatory landscape.

Setting Standards: A Simulation Exercise in Strategy and Cooperation in Standardization Processes

“Setting Standards: A Simulation Exercise in Strategy and Cooperation in Standardization Processes”, is a fictional, but life-like exercise that exposes participants to the challenges and opportunities in standards setting and explores the analytical and practical skills needed to successfully engage in standards negotiations.
Established game-developer United Knowledge has created “Setting Standards” in response to the growing demand for interactive, realistic and exciting learning environments for standards education. This one-day simulation will engage participants in the politics and mechanics of standards development and negotiations. It is an excellent skill-builder for anyone already participating on a standards development committee or who anticipates being on the frontlines of standards development at the national or international level.
Under the guidance of a facilitator, Mr. Jorrit De Jong, a research fellow at the Harvard Kennedy School of Government, participants will negotiate a standard for a fictional next generation technology. The participants will simulate a real standardization process through role-playing and completing strategic tasks. Afterwards, a three-phased evaluation will be used to reflect on their experiences, focusing on lessons for real-life standardization.
The simulation is a game, but it is “serious fun”. The exercise is designed to be dynamic, demanding and even frustrating – just like real life! No technical, juridical, or standardization knowledge is required. Testimonials from past attendees include: "Provides a true-to-life feeling of what happens in standards committees" and "Very useful and fun to play".
Participants must arrive on time and stay for the entire exercise, as the simulation depends on each and every role. Past audiences have given this event high marks, so save your space early.

Attendance at the November 30 workshop is not required to participate in the December 1 simulation. Both events are free, but advance registration is required.
